The Global view contains two panes. The left pane contains the Hierarchy, which you can use to limit your focus of the monitored network in the Top Alarms table. The right pane contains the Top Alarms table, which contains the top 100 Outage alarms, followed by the top 100 Proactive alarms on the network. You can begin troubleshooting alarms and issues from the Top Alarms table.
